Not before the round. Before the round it has extra charge speed, because Valve thought it was stupid that people had to injure themselves first. After the round starts, you need to charge injured people for extra Ubercharge speed.

Well, all the taunts I did myself because it switches from first to third person for those. For everything else I was in spectator mode and tried to find and follow soldiers. But I also had to find servers that allowed sv_cheats so that I could turn off all the HUD graphics.
