The second part is a technique known as repousse, the Foil like material is actually thin sheet pewter specially rolled just for this type of work. The first part with the casting is indeed Pewter casting.
@szita2000 - Yes the first part is cast - could be pewter. The "foil" as you call it is embossing foil, probably tin. Casting is a respected jewelry making technique, don't critize what you do not understand.
I'm sorry to say that but she is making Pewter items, and gluing! stones to what appears to be a thick tinfoil that she scribed with a toothpick. This is not jewellery making.
But hey ! don't listen to me. and the main thing is that you enjoying it.
to cut the round shape I would recommend a deodorant cup or something...
