Ethnicity doesn't matter in Islam. Prophet Muhammad (pbuh) said an Arab is not superior to a non-arab and a white person is not superior to a black person. Everyone is equal in Islam. Allah (swt) created everyone equally and Allah (swt) does not like arrogance.
The khalifa should be a Muslim whose very intelligent and kind hearted as well as very knowledgeable about Islam. He also must be just and perform good deeds.

Whilst some of what you mentioned is stated as principle, non of it was ever practiced in reality through-out Muslim history. The conditions u mentioned for the Khalifa are not the main criteria the Ulma put. Ability to capture and retain power is a major criteria for them. Do not base your understanding of Islamic ideas and history on assumptions, learn about it from proper sources.
