The "About this video" part is way to confusing and pointless! This is simply a C-7 arpeggio lick over the C-7 chord and the G7 altered lick over the G7 altered chord!

baldheadedjohn is correct in pointing out that this is a G altered scale (Ab melodic min) lick over the G7alt chord.
Apparently the difference between 'to' and 'too' can also be confusing. Does it make that pointless?
