I've played the game (it's like one of my favorites) and I understand the "hints" and I get the whimpering, it was just the reaction i had to that part was "wth? :c "

Who ever was the foley artist for this did an interesting job.

And I think it's going after a brooding, eerie feel. Not the typical "gah!" scary.

Doubtful. I haven't received a phone call stating as such, so probably not.

This video's scariness comes from the waiting for something to jump out suddenly, only to realize at the end that it didn't have to do that. It's the Japanese Horror method: make the viewer want them to just get the scare over with because you can't stand the waiting.
