I am not completely sure but this looks like French Cornemuse du Centre, however pitched higher than most Cornemuses which I have seen and heard.
As for me, I have no idea what is the name and country of origin of the second set of pipes and would love to find out more about them. Sounds a bit like German or Flemish bagpipes to me.
Awesome! You've got a really nice collection of bagpipes. If I once go to California, I will go and visit you, it is unmissible.
