You really want to protect Whales, then the best approach is to respect other nation's rights to hunt whales for commercial purposes, but establish with them an agreement to numbers and specific species and do not overstep your authority and attempt to control them and force them not to hunt whales because you have no right to force them to do anything.
You want to get trust, then you need to start giving trust, and treat them like human beings with rights, but it is ultimately up to them.
Nobody wants whale species to go extinct, not even those nations that hunt whales. However, it's hard to trust what they're being told about whale species numbers that don't line up with their own estimates because of these liberal crusaders that want to force others to completely abolish whaling because these crusaders have decided that they don't like it and they could not care less about anyone else's right to disagree with them. That's fascism, and it's not at all helpful to be so one-sided.
That sounds like a perfectly sensible compromise, allow them to whale with a guarantee of a commitment to only whale limited numbers.
