It's instinct. they do that to mimic the sound of a beetle or cicada. Wild cats hide in bushes & make that sound, & when the bird comes close thinking it hears a meal, the cat pounces.
Apparently that jaw action they make is them replicating the action they make when they catch and crush a bird. Even so, it's still somehow sooo cute.

Yes! This is a vocalization that vents frustration. Cats do this when they see prey that they know they cannot get. If a cat is outside and stalking its prey, it will not likely do this, unless the bird is out of reach. Always amusing!

it is normal. Cat's probably do this because the prey they see is out of reach and they say to themselves "dammit, I want to eat the bird... but I can't get it!!" ;) I guess wether a cat shows this behavior or not depends on how much she likes to hunt.
