Quite correct Mary Stewart, the HAARP araray points straight up, but can be 'beam formed' and its aim changed some +-20 or +-30 degrees but certainly the 'output' at +- 90 degrees is equal to zero!
My first thought is that this 'swept' sounder (or OTH RADAR) signal that is being heard is due to an 'image response' of the receiver due insufficeint IF rejection.
If he was using an old Collins R390 or even a ham-quality receiver like an ICOM or KENWOOD this other signal would not be heard.
man this all just makes me wanna dust off the SW radio and get back out there scanning bands at night as I used to.

As stated twice earlier, the is OTHR (Over The Horizon Radar) employed by both EU and US Naval forces.
It is NOT HAARP!

An update to my comment. I am thinking that that OTH is comming from Cypress rather than China. China has a more consistant "buzzsaw" sound.

I just got myself a shortwave radio yesterday. I'm able to listen to Alex Jones just fine on frequency 12.16

I'm pretty sure they will use HAARP to jam all 'undesirable' communications once the shit hits the fan. It seems to be a quicker wood pecker signal.
