Yes, I believe that was the late Jackson Beck who narrated this commercial and the G.I. JOE introduction. He was also the narrator on the Filmation animated SUPERMAN series (1966).  You can hear him on YouTube videos 4g4e_5GaOj8 (G.I. Joe) and NmhwQlIpjzU (Superman).
