Well I gave a pretty good explanation but you seem to have ignored it, Different country, different soil, different farming practices. I dont think I spell it more clearly. I worked in Numerous tillage(arable) farms in the uk and ireland and as we dont have terraced fields its not really an issue. Plenty of other issues like usual peats etc, but cant say Ive ever seen anyone having seed wash away.

What is the point of ripping off the topsoil cover from a slope so steep that the seeds will wash away in the first rain?

Because this was taken in England, Ireland and Uk dont have such problems, soil is too wet and heavy.

Seeds don't just 'wash away' over here, so that is never an issue. Don't criticize something if you don't have the facts right.
