The preinitiation complex is analogous to the positive control of gene expression in prokaryotes. In bacteria and archaeans, positive control occurs when a protein binds to the operator to allow transcription of that gene. if it is absent, the rna polymerase cannot transcribe that gene. This is similar in eukaryotes. initiation of transcription depends on the assembly of the preinitiation complex

Note: this applies to genes with promoters containing TATA boxes -- a minority of eukaryotic genes.
