If you are in USA, you need to attend a flying school and complete all the necessary training. After passing the written exam and the flying test, FAA will issue you a private pilot's license.
I wouldnt go up in one of those things. They can go down anytime.

It is a Kitfox Vixen, the kit manufactured by SkyStar Corp, Idaho in 1994.
New models of Kitfox are available and are produced in Idaho by another company.
