When he says "galactic" he means that a civilization has the power to control stellar forces (such as black holes). Which means they can probably travel through worm holes. In other words, they can move anywhere in the galaxy and travel into other galaxies at any given point. In addition to that, they also have the abilities of the other lower rank civilizations.

He's not necessarily talking about alien civilizations. Our own civilization may be a type 2 or 3 someday. He's saying IF they are out there chances are they're much more advanced than ours. Michio Kaku uses Star Trek and Star Wars (among other things) as references to explain things to the layman. He's not stuck in some fantasy world. Nor does he claim to know alien civilizations. In order for a species to continue to proliferate, a huge amount of energy is needed such as harnessing the power of a star, the resources of a solar system or the energy of an entire galaxy (Type 1, 2 and 3 respectively). I'm only a high school student, so please forgive my lack of education in sciences, but when he says "galactic civilization," does he mean that they control a single galaxy, or are they able to jump from galaxy to galaxy? If it's the first one, does that mean that there is a type 4 civilization in which the society is able to jump between galaxies?
On a somewhat related note, if there is a multiverse, is it possible to switch universes, possibly leading to a type 5?
Any answers are appreciated.

@randomname071 This is all beyond us. So we can only make a theory or a prediction from speculation. When he says "galactic" he means that a civilization has the power to control stellar forces (such as black holes). Which means they can probably travel through worm holes. In other words, they can move anywhere in the galaxy and travel into other galaxies at any given point. In addition to that, they also have the abilities of the other lower rank civilizations.

Right now we can't even send humans to mars because it would take 3 years for that kinda travel.
