This isn't an arctic base, it's just the limitations of using the source engine. Anything on a tv on the source engine, like Mossman's alert message, must be acted out in-game and recorded in the same map as yourself. This room was the staging area.

If you noclip in Episode 1 when you have to run through the railways and sewers at the very start you can see g-man walking in the trainyard. Also, if you impulse 101 before the teleportation malfunction you can shoot breen and stall the storyline (by that i mean everyone will just shut up).

Its a skybox. They have to put it there so that it can be broadcast on the monitors. Same with the beginning of HL2, if you noclip through the floor and look for an orange box and go inside you will see Dr.Breens head like on the big screens.
