You can play this with MotionPlus, with a regular Wiimote, or with the Classic Controller.

As someone who has the import version, I STRONGLY advise you to use MotionPlus, though. It benefits greatly from it.

I think the blue line's got something to do with that blue, sword/spear hammer-shaped meter shown on the lower right corner of the screen. I think you gotta use some of the meter's energy in order to make precise slashes by drawing the line, but notice (at 1:14 - 1:17) how the character makes consecutive slashes without the blue line yet, it still depletes some of the meter.

Also, I don't know how much of an "on-rails" game it is as there's a map shown on the top right corner of the screen.
