Well, simply a strech from Anette, I guess. But a comical effect comes from the fact that it's usually only used referring to male persons; for example Arnold Schwartzenegger is often called Arska in Finland.
Are they speaking in Swedish in this video? I was thinking that it was Finnish.

(Don't remember which part, though.)
But it means sort of like a "great man". At least according to what they're saying. ;-)
