are the gungans so hidebound in their battle tactics they can't hit the battle droids as they are trying to deploy? or are they out of range, or is it just out of question, because the gungan grand army's display was just a ruse so the naboo pilots could charge the trade fed's command and control center, so that every gungan knows this was just to buy time, and so were willing to let the droids waste their time in fully deploying and arraying themselves for battle?
