this is photoshop ELEMENTS-not regular photoshop. you should change the title to elements, as the liquify tool does not appear in photoshop cs4 or cs3 (at least, as far as i know). if it is, it isnt in the same place it is in cs4.
Yes, I know it is elements. Photoshop cs4 has the liquify tool and it should be in the same place (according to cs4 tutorials I've read). If it isn't, go to the help menu and search for liquify. That will tell you where the tool is.

Yeah, this will work in CS3. You'll probably need to search around or use the help menu to find the liquify menu box.
