Hey Dutch! Saw this video back when you first published on April 19. I am just now reading Jesse Ventura's - 63 Documents the Government Does Not Want You to Read. Pages 128-129 talk about little about what I think this might be about with the handbooks. It's for Natural disasters and an influx of foreign peoples moving into the States (for displacement) Look it up if you get a chance!

In point of fact, the gpo lists no open bids on said date...nor is there such a jacket number corresponding to any order out of Chicago. I was an Avionics Technician in the Air Force but just don't recall the numbers of incidents per day. If you follow the RSOE usually their would be 3 or 4 per day nationwide, today their are almost 50 incidents... Many are plane electronics... My question is could Haarp or different radar configuration being used cause these planes to have trouble or is it the magnetic pole problem? Also we did have a Solar storm that hit earth yesterday that I just found the report on... Anyway, thank you...

The 2007 book appears to be a standard policy booklet issued *to* detainees, detailing the procedures they're to follow and the rights they're due before immigration hearings; access to lawyers & phones, meal standards, what to do if they're depressed, etc. Seems pretty tame, but a good catch nonetheless! I think its just an update to an older handbook : "American Correctional Association 4th. Edition Standards for Adult Local Detention Facilities 4-ALDF-2A-27, 2A-28, 2A-29". "The ICE National Detainee Handbook will be provided in English, Spanish, and other languages as determined necessary by the Field Office Director (FOD). Orientation materials will be read to detainees who cannot read, or they will be provided the material via audio or video recordings." I think its just an updated version.

i have friends in a correctional facility as correctional officers. they all received this book. its not a high security prison but its mandatory by the state to give this information. its not to assist you in detaining prisoners. its to assist you if you have issues with detaining prisoners and need advice or need to report abuse, neglect ,etc. maybe you should get a copy of the book and read it first.

no you dont have to speak English to be in the military, in fact, you can take the ASVAB(the test to enlist into the military) in Spanish. Your limited to certain jobs if you cant speak English though. But you can still be in the military, Plus some Spanish people can speak English but cant read it, so in turn they would have to read the spanish version of it...

It is for illegal immigrants. They have a right to know why they are being detained and every year, the book is updated. If the person who ordered them doesn't use up their budget for the fiscal year, the following year will result in less funds. The book is basically a 'bible' to help the detainees in various situations while incarcerated such as fire evacuation route, consular notitications and commissary options. They need this incase someone isnt around to speak their language

I worked with ICE for 6 years as a pharmacist in the Jena LA detention facility. I am pretty familiar with the process, the Judges and their rights.
