From looking at several of the stories of those pardoned, it seems most of the pardons cannot be considered clemency on the part of BushJr, as they are not that "merciful"-- most of them, like the bald eagle poisoner, just had sentences of probation, or had already served their oft short time in the pen. The pardon and commutation of sentence for ex-Fugee John Forte is interestng to note, however, and seems against-the-grain for such as BushJr.

There is a legal question as to whether the President can grant himself a pardon under the US Constitution.

No president has tried this before...not Nixon...not Clinton...no one! And it'd set a dangerous precident because it'd mean the President could violate any law, including the Constitution, & then grant himself a pardon.
