No console. It's called MUGEN and it's free. All you have to do is type Wimugen in Google and then download it. After that you want to look up Turtioals on YouTube to know to to put characters, stages , sound, etc in your Mugen. It's very simple.

Mugen. It's online freeware. You can make the sprites and such yourself (or, more commonly, download them). There are tutorials here on YT!
