When the law was introduced cycling rates fell by 30% overnight. meaning fatter unhealthier people with more health problems. Secondly it has also been shown that motorists pass cyclists with helmets more closely and are less carefull around them. Helmets are designed to protect your head from a fall, they do little in a collision with a car.

Here in the USA a study was done by Bicycling Magazine (if I remember correctly) they showed that 95% of all bicycle accident deaths were from head injury WITHOUT helmets. The statistics almost flipped 100% when they looked at accidents where the cyclist was wearing a helmet. They do save lifes, but your making a totally different assumption based on accidents with cars, which my not include head injury's.

It's Norway. Note that hardly any cyclist wear a helmet. Bet most of these folks either sold or threw them away. It's clear as day that cyclists' real and perceived safety is inversely proportional to helmet wearing rates in a given country. This stunt is just a clever ad of one of major manufacturers.
