when someone has just killed a lot of people and they have a bomb set to kill more- you need to find out from them where the bomb is.. in a war you frighten them until they tell you where the bomb is.. you are not interested in "torturing" them- just getting the information.. that's why it's legal in war.. a police officer can stop a killer with a taser and that's like torture too but it has to be done..

Look at the intense torture suffered by women in the Congo of Africa. NPR did a report of how bad it really is. Those women did nothing to endure what they are enduring. Take a case I know very well and am very close to for example. Most Brazilians'd open their mouths wide to condemn the practises of the military during the dictatorship, torture for sure. But now, with an atmosphere of fear surrounding them due to urban violence, a lot of them are approving of and even boasting about the practises of an ellite squad of the police called BOPE, shown in the movie Tropa de Elite, the main protagonist's become a kind of idol here.
