Rouges voice isn't totally bad, it just lacks the emotion that makes makes the script seem good. (Seriously, she gets hit and is about to die and all she can muster is a weak and measly ah?)

Shadow's voice was cool in SA2, partly because it portrayed him as younger, like the other characters in SA2. In STH they probably had to up his age and voice (violence), though younger is always better.
