You're confused. Flemish is not a dialect of Dutch, it's a Dutch dialect, one of many. To be a dialect of Dutch it'd have to be derived from it, while Flemish is in fact one of the 3 main ancestors of the modern Dutch language. The other 2 are Brabantic and Hollandic.
