That is NOT what he said. He was making a reference to secular vs religious...and I think his point was that AMERICA was founded by people seeking freedom OF religion.
The problem with that view is that it is not entirely true. While it is true that the founding Puritans were seeking religious freedom from England, they wanted their freedom not others'. Anne Hutchinson, Roger Williams, and others left Puritan communities (voluntarily and not) that rejected their views.
