The definition of Amend and Amendment from the 1700's up until the early 1900's was to correct or modify which in law, is always very specific. It means you can not add a component, merely modify the way an article or article section is written.
Adding the Bill of Rights, as bills are legislative and have nothing to do with people but merely commerce and government as stated in the powers of the congress, it's criminal

If someone got close to telling the public about something big, I can imagine that if you gave them the option of, either a bribe, or harm to them or their family, many would say it was a hoax.
