Governments regulate some properties,such as decision of price of oils, taxation, printing money, importing & exporting products to other countries.they don't intervene in people's role completely. Those people makes many different decisions of economics and produce more products,technologies are also improved.That's why democratic countries are richest.

China claims to be a socialist nation, but the reality is since Deng Xiaoping's opening-up policy, capitalism has been directly implanted in the economic sector of the country with governmental regulation over mega-corporates (corruption seems widespread due to insufficient laws and improper competition). Its governmental structure remains socialistic, with central powers being absolute.

    The most important problem is the lack of dynamics of private enterprise. You see in Zhejiang, the best economies should be where flourish the private enterprises, not state tycoons.

Also India's city developments is limited to certain areas even in cities like Dubai there are still homeless camp and slums while some part of the city is very nice. All chinese major cities, BeiJing, TianJing, NanJing ect are all shaping into great cities with very well covered infrastructure and developed over all.
