The authorities did everything that they could to stop him, including making a park law specifically for him that stated that any camp within the confines of the park had to be moved every week. He responded by hiding his camps. You should see his file in F&W's records, fine upon fine upon fine. Sadly, no one had the legal authority to remove him from the park or to deny him entry to it because he was a tax payer.
I wonder if he wasn't there all the time letting those bears become used to humans so that they approached all humans if they wouldn't be better served. I watched the bear approaching the group of people with the guide and no bear would do that if they hadn't been aclimatized to humans. What protection does that give them?
