Does China have to protect its citizens the same way that democracies would? After all, China's govt isn't as accountable to local sentiments at home, so it can afford to treat some of its foreign workers as exendables more than democratic govts would be able to.

Hold on. Stratfor is advocating China to start using gunboat diplomacy and send troops to "protect" its interest? Why would Chinese leadership that had built it entire Africa strategy specifically on idea of not behaving like West do that? Wouldn't that undermine Chinese competitive advantage in the region? So based on 2 unrelated incidents Stratfor draws such far fetched conclusions. Cool Kool-Aid Stratfor! I doubt China wants any of it though.
