Actually, this move was allowed in this championship because the official rules from the previous World Championships (2006) were applied. The same goes to the rule of the joker, that could only be taken if changed by the tile it was substituing. After the 2009 WC, those rules were changed and in today´s tournments you can´t add tiles to the rows on the table on your 30-point start move.
