Yes, she is naked. Part of the point of GITS is for the viewer to question their perceptions. The Major is a brain in a can. You perceive her as 'naked', but what does that mean to someone who can switch bodies like you switch shirts? Do you care if someone sees your shirt? Why would she care if someone saw her "body"?

Think about what's happening on screen. Don't cheapen GITS with some BS technobabble about flesh-colored-skin-tight suits.

Yeah this and Akira are the two greatest Manga films of that time. If Hollywoods going to re-make this, they should mainly use Japanese to help make it. But if it has to mainly be US, they should at least use people like the "Wachowskis" who were heavily inspired by this film, and other Manga. So they understand it enough, maybe to translate into Live Action.
