I don't know what kind of term limit you're proposing, but he's only been a senator since 1998. Before that, he was a successful and popular governor of Ohio. Before that, he was a successful and popular mayor of Cleveland. Republicans and democrats in Ohio (who know him well, after all this time) have overwhelmingly favorable opinions of him. Its hard to imagine any politician with more favorable numbers from those who know him best.
