Looks like an older Kona Cinder Cone (around $1.2k US) with new parts. It sounds really well tuned, and since he is a pro mechanic - his bike is better than anything you own.

@jimjimc92 Yes some parks in California require you to have a bell to warn other riders, hikers. In some cities you have to have a bell or horn to register your bike.
