I live in London. But we used to go to Yarmouth/Hemsby on many a holiday, so I know the area well (though I don't recall ever seeing him).
You shouldn't be too angry at him though, he's not sitting at home in a smoking jacket infront of a roaring fire with a pipe in hand guffawing at all the tax-payers money he's fleeced, he's quite obviously mentally ill.
I think it's the same reason that "Chris-chan" is popular or that fucking Chocolate Rain guy, he's not popular because everyone thinks he's talented, more a case of passive trolling that it's funny to make someone who is quite obviously terrible become popular.
