There were restrictions imposed by Washington DC during the Korean War as the USAF cannot chase Chinese/North Korean/Soviet MiG fighters through the Chinese border, only to engage when it's on the South/North Korean airspace as it would fear it would get Soviet troops involved.
It only allowed the U.S. to bomb transport systems as well as supply distribution centers and military supplies within North Korea.
