I tried it, but I am disappointed with it. It doesn't work as a real wheelchair. It works more like a motorcycle than a wheelchair. A person sits on it and goes along the road, but he can't get into house with it. And then, if he wants something else do, he stands up as it wasn't a wheelchair.

Go to game options, then go to the one that looks like a cog, and it says 'Neighbours' and it says 'On' and 'Off'. Select 'On' and voila, you can see your neighbours.

I have all eps and stuff packs btw, so tell me if it is just with a certain ep like 0rginizationXIII said.

game options on story book mode,(looks like bolts)then click neighbors on and decorations on. wait for a few seconds. Then you should see neighbors' homes. For a clearer view go to graphic/ performance in options (looks like computer) under texture Detail click high.
