Ugh, we finally cracked this by converting the numbers to their basic (binary) form. E.g. The binary of 13 = 1,1,0,1 (yes i did use a converter). Now, by adding 2 for every '1' and 1 for each '0', u will get the answer 7, and 1030 also becomes 14 (i couldnt be assed with the big numbers). The binary of 9304 = 10010001011000 (five 1s and nine 0s)and thus the answer is 19.
