where do you learn the skills to do this?

pve characters learn the skills by using signet of capture on the 5 dervish bosses (accolytes) in kourna. pvp-only characters learn by spending balthazar reputation points (GW's pvp currency -- like WOW's honor/arena points) to unlock new spells that they want.
