It is a common misunderstanding that it's fast shutter that stops motion. However, it is actually the flash that does it. What I would suggest is that you get a speedlight, along with a fast shutter speed. Hope this helps!
A speedlight is basically nikon's flash unit, you know the big flashes you see on professional cameras? However, knowing nikon, the flashes are a little pricey. Maybe you could try out your built in flash first to see if it's good enough. If not, you could get a third party flash instead of nikons! You can get some really cheap ones at around US$60, but make sure it's compatible with the d40!
If you can't afford a flash....Go into aperture priority mode (the "A" on the control dial) and set the F-stop number to the lowest possible. Then set your ISO to a high value such as ISO 1600, this will be "noisier" than a lower ISO, but will help to create a faster shutter speed.
Flash will help though, but you should take the time to learn how use it properly if you get one (as well as your camera).
I wouldn't waste money on the 55-200mm lens because it as limited usage and can't be used on pro full frame cameras or film camera, basically it's not a compatible lens for most cameras. I say most because film cameras have many many more bodys than Digital now. you be thinking that it don't matter but I think within a few years all DSLRs will be full frame FX cameras and will be incompatible with DX 55-200mm lens or any DX lens. 70-300mm is full frame and can be used on any nikon.better optics

i do skateboarking, ive got the nikon d40 and when i take a picture the shutter snaps really quickly but the pic comes out blurred, why is this??

You aren't focusing it, Hold the button down half way, and when you want to snap it press the button down the rest.
