The murders are being pinned on someone else because the senator is running for President, if the information that his son was a sick fuck who diddled children and cut them to pieces ever got out, it would ruin his chances in the election, that's why he's protecting him. There's a similar plot in Sin City's That Yellow Bastard, only in Sin City, the senator wants to keep his son alive so he can have a grandchild and keep the bloodline going. That help any?
