They believed that Team Rocket and Team Galactic failed because they didn't keep a low profile and drew negative attention to themselves.

Actually P.J. "N" isn't evil.

That's the whole point of his character. He sincerely believes what he's doing is right and he is a genuinely kind and an extremely empathetic person.

But he was robbed of his childhood [hence him still playing with kiddie toys even though he's at least 18 years old] and manipulated by Ghetsis to be a tool of World conquest.

Ghetsis is the true villain in Black and White not "N".

"N" is as much a hero as the player character.

Which is why Zekrom chose him.

At least 15 years of age.

N is depicted as being slightly older than them.

At least 17 or 18 years of age.

Black and White was created with teenagers in mind.

Hence the more complex plot and older characters.
