no you have to be an elite to power drain jump. you can be spartan for anything else. to eqip' jump u have to be the host. if u aren't host you have to look straight down then up about 45 degrees. hope i helped!

yeah, u can equip jump without host.. honestly im better without host because i practiced it alot not being host in custom games, and tbh shitty internet helps! haha so if u have bad connection, non host during games will help greatly
