The op ness comes in the form that mules cost no supply and can over saturate a mineral line late game by mining the same patch as scvs simultaneously. Also in the fact that a base trade with terran is suicide as they just lift off to a secure expansion and mule their way back faster than they have any right to.
That said it's not really a big balance issue... just one more small advantage terrans have that seem to add up.

That means you need 18 Orbital Commands to do this. You need 9900 minerals, not to mention the time, to build this. What's so OP about that?
