That's another racing car, in rallies they start teh stage one after the other, usually 1.5-3 minutes apart. So if you are faster than the guy who started before you you might catch up with him in the stage. Or maybe if someone has a problem and stays in the stage longer than normal. Of course normally the starting order is calculated in a way that this will not happen... But some times it does :p

@Borzekes which car there were two< the in car camera was a peugot 206 and the car in front was a talbot sunbeam 2 litre rwd manual, she's a classic rally car like the mk2 escort from the same era, thepeuhgot driver was a complete tool for hitting the car in front it's not tolerated in rallying and i'm sure sfter uit was seen on youtube he'd have been punished in some way for dangerous driving, i hope so anyway, it's ok ruing the piece of shit 206 but to damage a classic like the sunbeam uncool
