i know wat it does! it gives the user the power of ALL jutsu. the power to control all six chakra types when the most a person can have is 2 but to use 2 it has to be a bloodline limit. and to create rain and when the person is in the rain pein can sense that guy. its also called the most powerful eye technique and it is cuz it can also use other eye techniques and bloodline limits. (a bloodline limit is a special power biven to a person in a certain clan like the uchia have the sharingan)

Pein does not hail from a clan. In fact, his doujutsu, the Rinnegan, is NOT a Kekkei Genkai like the other two.

It's something else, something supernatural (as Jiraiya pointed out, according to myths, only a chosen one receives it after many decades).

After all, it's called "the tool of the gods", and the only other person known to have possessed it as well was the very first Shinobi.

So yeah, it's a "clanless doujutsu".
