You can get the schematics during the "trouble on the homefront" quest where you go back into vault 101. In your father's old office there's the medicine bobblehead and there's a safe hidden behind the framed bible verse on the wall. You need a lockpick of 50, but the schematics as well as quite a few caps are in there.

1 of the skematics comes from a random event like the firelance, but you will see a deathclaw guarding a dead wastelander, he is carring one of the skematics, another skematics is at rivet city, if you help the black guy who sells cloths (cant remember name) you have to go and help him by talking to him abot the council and he wants to stay leader by going into seagraves room and picking up a letter, if you hand this in to the police woman, then talk to black dude he will give you skematics

u can also find a copy of the schematics and the condition of the gun when u make it will be greater

You can get it repaired by a merchant. That costs less and isn't as hard to get all the parts.
