Your right, he does'nt necessarily have big to raise preflop, but it's more likely. Then when he reraises all in after the flop then it's much more likely he big cards that fit that board. You have to consider the action pre AND post flop, not just think about just your own hand to be a great Omaha(or for that matter any great poker player) player. Of course there are overly aggressive players where there's exceptions, but Smyth does'nt seem to be that kind of player.
I would like to make one more point. If you did read Smyth for having the same nut straight with a redraw then it would be correct to fold, even heads up, because you probably are being freerolled with no wins.

in omaha there are a LOT of hands u can raise preflop...
