They really should've kept part of this along with Jumba's scenes... It would've made sense for them to condemn him like that if he had already proven how dangerous he was. But now in the original movie, all we're given is that Stitch was an illegal experiment and banished without getting his own trial, since it's technically Jumba's trial.
At least in this scene Stitch is being punished for something he did... makes more sense.
I think one of the reasons they took this out was because, originally, Stitch was the leader of this space-gang, and Jumba wasn't his creator; he was one of his cronies they later hired to go after Stitch. They switched the relationship between Stitch and Jumba later to experiment and creator, respectively.
Bah... if this was the 1980's they would have used all of the "darker" deleted scenes and then some. In the past, Disney sure had some guts... now if Disney did the stories they wanted with the same dark undertones they did in the past, the soccer moms would be all over Disney much like they would be at a "20 for the price of 1" sale at Macy's.
There was a reason I prefered Don Blueth over Disney for a while until that TROLL IN CENTRAL PARK. >:O That movie in itself was the REAL "abonination."
before i saw the movie i thought jumba or the grand councilwoman was going to be the villain but it is gantu who is the real villain because he captured lilo on purpose when he was just meant to capture stitch and took off. jumba is just doing what he is told to do under the grandcouncil woman's order and grand council woman just wanted to make sure earth is save.
I like the one with Jumba too, and I think his inclusion was pretty necessary, but I like the darker more serious tone this one portrays, and I think it flows better.
I think is another case where a blend between the two would have been better. And the editor was a bit too zealous in cutting down on the seriousness and severity of the scene.

It was probably deleted because of 9/11. They removed another scene/aspect of the story because of 9/11.
